I think there is no legitimate way of restricting the definition of a drug. As a diabetic who has encountered hypoglycemia and felt enormous impact of rescue carbohydrates, and as a person who is experienced dehydration and felt the enormous impact of a quart of water, both deserve to be called drugs in their context.
